I'm not too worried. A Rokugan without an imperial bureaucracy would be indistinguishable from our current situation, here we have one and a lot of alleged influence over it that never benefits us for some reason.

Actually, I thought that the entire thing was meant to make Shinjo Min-Hee an ally of the Crane. That outcome has pretty much petered out (mainly because there hasn't been any fiction whatsoever), but I thought it was pretty good as a rationale for getting involved.

I think there is a tendency to conflate and/or confuse "the most honorable" with "goody two-shoes". And that is because the fiction usually does not do a good enough job to explain the difference. It is complicated for a western audience I imagine, even though they seem to manage...
