To summarize: X-2 cut is coming back, large events will have multiple seeds to a Championship event, main event seeds will no longer pass down to unseeded players, and deck lists will be mandatory for all players prior to the start of the event. These changes will be implemented October 1st so as to not disrupt the World Championship.
