I like that she works with Tobei in this.

I absolutely loved the condescension from Kae. She has some serious gutso to be able to stand and say that directly to the Dark Naga herself. I love that she chose to blow up the chosen building but, as a cosplayer, I can relate with her pain below:

"Her expression was wistful, almost pained. 'Fortunes,' she muttered. 'What an incredible waste. Such sacrifices the universe demands of us.'"

Finally, the use of Gaijin Pepper is not really illegal in the Colonies because there is no edict that states the use of it as treason. It's in Rokugan (the Empire) that the use of Gaijin Pepper is deemed illegal/treason by edict of the Empress. Until then, Kae and Tobei are safe.

Also, if we're looking at technicalities... Kae didn't touch the gaijin pepper grenade. Kae simply told Tobei to take care of what needed to be done. #nosegoes
