It might get playable in the future. Right now, its better than Rae but hamstrung by the lack of deck construction options - Phoenix currently have 11 fire shugenja (including two uniques) and 8 fire spells. With only one out of clan shugenja and three or four non-shugenja fire personalities that can be imported, none of which are particularly spectacular for a spellslinger military deck, you have a seriously constricted set of choices to work with.
