My main problem is precisely the set up. Dishonoring is not that easy, I found.

Any dedicated Magistrate deck, which does not want to duel will look at putting this in. It essentially drops your fate down to 37 cards, which accelerating your victory condition. The card is amazing in the right deck, but when the conditions are not met it becomes amazing to very meh.

Clash of Blades, Show me Your Stance and Sanctioned Duel are duels, so forget about it (too many bad match up and very bad FV of other magistrate actions). Slanderer is 6 gold, so too much slowing the deck. Expendable (Masachika) dude is 2 honor, so blank half of the time and has a 7HR. Test of Sincerity and Test of Character are nice but very random in their effects or give a choice to your opponent. Small Time Bully is nice as well, except if you see it turn 1. You forgot 2 strategies indeed: Selfless Politics and Warranted Search. IMHO, Warranted Search is the best one, because bowing a cheap magistrate is worth it with all the straighten tech available. Selfless Politics is ok but needs to be timed really well.
