After the first time each turn you resolve an Honor action, give Ikei a +1F Respect token if he has two or fewer Respect tokens.

Not too bad, but low PH and low Chi mean he won't see much play... except in swarm blitz.

Magistrate switch has place for him. Can be up to 5F late game, and with multiples more. Some of the Honor cards seem to support this as well.
