Post CotE- Hey its a good water province, they can exist. Yes you have to be careful with your board or its blank, but Rally was already a blank SH province most of the time. I don't see a reason to not run this in Keeper decks, the ability to bow out a unit right as they declare the conflict is huge, sure it can be stopped with Finger of Jade and thats a good thing, because I get first action as a defender and now I am blowing up you guy before you can attach another one.
