Post CotE- Still poorly stated like all the Magistrates were. She likely stays in the binder, unless the 3rd cycle does something crazy dumb for the Bushi trait. Its unfortunate because after the Imperial cycle released she won me some games and was generally fun to play, but the card just isn't good enough to include.
