Okay, this isn't hard.

If he's alive, target a Shugenja at ANY location, and they do a R5.
If he's dead, you target a Shugenja at the battlefield, and they do a R5.

Same thing essentially happens no matter what. Target a Shugenja somewhere, and that Shugenja does a R5 attack.

The wording is just felt clunky.  The part at the beginning about him being dead is distracting.  I kept thinking that he had to be dead for the action to work.  Took several readings of the card plus this thread to wrap my head around the action.  The subtle way they are implying the rules is almost too clever for some of us.  I like your wording better than whats on the card.

Funnily enough, there is a typo there. It should read "If he's alive, target a Shugenja at ANY location, and then do a R5."

The wording is just felt clunky.  The part at the beginning about him being dead is distracting.  I kept thinking that he had to be dead for the action to work.

Peoples' inability to read a card correctly does not mean the card has bad wording. In this situation, you say the clause "Even if Jouta is dead" made you think he HAD to be dead. That's reading comprehension fail, not card text fail.

The card makes PERFECT sense under L5R rules. Let's break it down piece by piece to show that:

Even if Jouta is dead, <- He may perform this action EVER IF he is dead. Simple.
choose your performing Shugenja, <- You need a shugenja to perform this. Under L5R rules, performers have to be at the current battlefield.
who may be at any location unless Jouta is dead: <- Simple example of card text overriding rulebook effect. The performing shugenja may be anywhere, unless this guy is dead. Meaning if he's not dead, rulebook rules regarding performers apply
Ranged 5 Attack. <- pewpewpew

There. Each clause taken, in order, and still making sense, assuming you understand the rules of L5R. It's not like it's a complex timing issue, which CAN be overwhelming, or anything. It's simply the ability to read and understand each seperate clause on the card. Every single one of those conventions already exist.

Even with a typo, it still made more sense to me than the card text. :)

This dude is support for Feenix's other theme, "good cards."

Yeah, it's only a minor theme though.
