When I've got 3x cards in my fate deck that essentially make other fate cards more useful, shouldn't I just be playing something else?
Depends on exactly how much more useful those fate cards become. I say that since I'm a give fan of Obfuscation. This one, however, probably not worth it.

The truth is that this doesn't only help other fate cards become better, it also helps some personality actions become better and it also allows limited: recon to be used defensively...hidden route for example would always return to your hand...This thing is like the sneak of recon actions and it thins out your deck. It basicaly reads trasform a limited or open recon to a battle action and draw something usefull.

Scout decks have many problems, one of which imho is the fact that you have to clogg your fate deck with non battle actions, and even some battle actions only work well where you have reconed! For a military or switch deck that meens you aren't winning any battles...this card helps a little to change the scout build as a wholle...or to trasform a useless rekon fate card in something usefull...

LOL, well you should definitely consider it.  I think this does make a deck with a lot of recons more useful, I'm not sure if that will be a good deck though.

I love how people argue the definition of tempo when it has a clearly defined meaning within competitive card games  :)
I must have missed that section in the ultimate guide to tcgs... care to share your "clearly defined meaning"?

i love this card because it doesn't have to be a recon from you hand
(thank you hiruma Atsuro with Armor of ryu/Straw horse)

I love this card becasue it cycles itself away

i love this card because now i can do "WHOA I PLAY Dangerous recon and/or Millitary assessment when you didn't defend!"

It's really just filler until EE hits and all the recon actions become reactions at which point I don't think it'll see much play.

Not all recons will be reactions. More of them, yes, but not all.

I thought they actually claimed all of them would be printed this way? Apologies if I'm wrong. I still think it'll see far less play once they are.

Nope, not all.
