Seems pretty good for a fast military deck, especially if you can buy cheap followers that interact with monks, so that his unit can solo a province and still be usefull later int he game. If there won't be followers for military monks, he is just force and possilbly only for the beginning of EE.

He is 7 force for 5 gold, with the one small requirement of needing one follower or another personalities. There are slews of free followers nowadays, plus Phoenix' indecent amount of free open phase gold.

If he was more than one peep, you could easily build a deck around him.
