Assess Your Foe was also a Battle action with 1 Focus Value, which doesn't go well in a deck that relies on high Focus Value and direct effect tempo.

assess your foe was garbage in decks that could easily run it without any damage done, too. Your points seem non-bearing to me, but maybe I am alone in that.  My point is, this card reads Open: You have -3 deck construction. If you have unbowed people, You and your opponent draw a card." as long as noone will focus against you. And there are already cards in play that nerf the focus effect even if people will. This isn't the same as doing nothing, but it's close. Compare to the mantis virtue which is a phenomenal card.

I think these are our 3 virtues (they're non-unique).  At least that's how I interpreted the starter box contents description.

As opposed to military decks which don't require one so the fact that the opponent also sees more doesn't matter.

So what about against other control decks then?

Plenty of people used doom of the dark lord back in the day with some degree of success.  Crane has been a combotastic clan in the past and if they're at all combotastic in the current environment anything that draws you cards is good.  Their hand is basically useless if all their personalities are dead or otherwise locked down after all.

I don't like giving my opponents things, and you really both end up with a net gain of 1 card, which is meh at best. I'd rather run Bonds of Coin. Besides, I am not courteous and I don't want to play disingenuously.  ;D

This card is terrible for anything other than Enlightenment. I doubt it will see much play. I wouldn't be so disappointed except the Mantis virtue is really strong.
Then don't play it.

The purpose is card cycle, and it helps with the Ring of the Void.
At the beginning of EE, you should be playing decks that might not have optimal cards. This card allows for a smaller, more focused deck (using this + bonds of coin + ring of Void should give you a focused 33 card fate deck instead of 40).
It has a low cost (unbowed Crane) and the additional effect (giving your opponent a card) can be mitigated with this card (Twisted Fate) by using it on your opponents action phase before the end phase (unless they are also playing control).

Again, if it's not good enough, don't play it.

I wasn't going to. My main point was that this card being underwhelming is okay in a vacuum, but compared to the Mantis virtue, which will probably see play late in to the arc, it's head-scratching at best. Maybe mantis will be the exception, but I somehow doubt it. Plus I would really have liked a base set clan-specific strategy for Crane that was good.

I could see this being used in a rocket deck for the reasons Dave points to. It's not horrible, but it'll be phased out rather quickly I think for better options.

 Double Cantrip works works awesome for me at least, and with Bonds of Coin and Ring of Void makes a super awesome tinny deck.

Yeah.... I'm not going to be giving my opponents free cards, because I'm under the assumption my opponents are good at L5R, and will happily welcome the free card.

We gain +1 card (since 1 of them replaces this card), and your opponent gains +1 card. Sure you're deck thinning, but in actual card advantage (not virtual), you have a net gain of zero in comparison to your opponent, who is probably just happy you gave him a card.

The focus effect isn't the worst thing in the world.

Since both you and your opponent end up with a net gain of 1 card, then doesn't that make that part of the effect even out?  Sure your opponent got a free card, but so did you.  Thus, isn't that essentially the same as if neither of you drew a card.  The advantage is that you get to run a 37 card deck.  I think I'm going to run this all arc.
