He can lobby on turn 2 without slowing gold production.
He can make Prosperous Village into a boxable holding on 1st turn (even more likely with Scorpion)
He is an eligible redirect for Chugo Seido

His presence in your deck slows gold production.

He IS eligible for Chugo Seido, and he IS presence, and he CAN turn 2 lobby, but he forces modification of defensive honor fate decks if you want the best consistency, and I just really can't see much use for him. I think he will see play, I just doubt I will play him. For now at least.

I can see him making spider decks (or corrupt crane) for defense with the Chuda dollmaker guy.  And also in Phoenix Waystation decks.

I play a lot of Scorpion, Irezu does not slow down gold at all, so I fail to see how Uta would.  He is a samurai, so every single "target a samurai" action works.  At worst, he may not satisfy the requirements for your courtier deck - and maybe in the arc there will be so many magistrates that you would not need to use any non-magistrate crane personalities to make that matter - but at this point he is just a free samurai for decks that do not attack.
