That depends on where you are in the world.

If you are in the US I would suggest you can get away with 6-8 hours a day.

For me, in Australia, I spent up to 18 hours a day engaged with the first Winter Court, of course I was an unemployed university student on holidays at the time so it wasn't too hard to spend that time.

Not really, no. The application for the previous WC had no questions regarding "how would you handle this situation", but asked more like "why do you like L5R", "rate the following categories in accordance to what is most important to you", and things like that.

If anything, I think this application is more interesting.

That's probably a good thing. It should make WC more interesting.

BTW, my application ended up being 9 pages long when I was done.

Why is that a bad thing? Even if most people can't point to previous games (official or not), they can still show it very well in the application and it's sample scenarios.
