Remember, not running a card because 2-3 answers to it exist is dumb.

It's good, and while it might not have the impact some of the other items have, at it's core it's still 2F, protection that can't be sniped for free by Gold and Steel or Broken Alliance, and a reusable RA, all for 3G (1 with Low Market). The Reaction is kinda just gravy.

And it speaks volumes about Emperor Edition that even with all of this, the card is bad compared to so many other options, enough so that people are shaking their heads and moving on. If I had the cash for FL, I might consider trying it, but that's because it's my MO to give absolutely everything a chance.

The worst of the bunch. By a LONG way.

And the reason? This card isn't stupid broken. This card is pretty well balanced. Which in Emperor, means it sucks.

i like the "na na na boo boo you can't target me" but unless you're playing against zerks or kensai (WHICH ARE STILL POPULAR; and this becomes above average) it's average at best.

and whoop de do, i have a potential to do multiple RA 4's! over many turns .... for 3 gold....and now that guy can perform actions on me... and i lost 2 force... why did i do a RA4....

I don't see this being all that great. Yes, it screws with super unit decks somewhat but a) There's a metric arseload of unperformed actions in the game right now, some of which will destroy the item as a side-effect to their main use and b) our Scouts don't tend to get involved in opposed battles until later in the game, where any super unit deck that hasn't completely crapped out will have multiple serious threats to throw at you.

You could use it with Ambush, but again you're running into several problems. One, the aforementioned unperformed actions. Two, the honour cost on Ambush is a tremendous pain for our more aggressive decks - too many people with positive HRs in Scouts, too much reliance on switch ability in Magistrates. Three, the deck that most wants Ambush to shank an important defending unit has access to a number of Sneak Attack variants/replacements and a means of digging for them.

It could enable janky Crane Enlightenment tricks with Ambush or just by bushwhacking a lone big unit early-midgame, but right now Enlightenment is fringe for us.

i this card will be very annoying to play against with control, since alot of the time even late game i can only get one guy past the open control. recurring ranged is ok, but i'm not seeing this on the same level as some of the other items previewed together with it.
