In a Dueling vs Dueling match, it usually comes down to who focused more 3s.

This happens regularly?

Regularly enough in matches verses Watchful Eye and Phoenix Dueling Super Friends.

In duels involving duelists with equal chi (or within 1 chi if Falling Rain is in play), having 2 or more 3s in your focus pool before performing the duelist switch is a loss unless the other player is in the same or worse position.

Fascinating news. Dueling seemed so dead in EE. Now it's just a question of the odds of running into those specific decks at a tournament, the odds of losing those matches, and whether or not that outweighs the prevalence of attachment destruction across the field.

My grousing is based less around it being a +1C/3FV weapon, and more around it not being the affordable +1C/4FV weapon that I was hoping for.

I don't see this cracking the Kensai weapons lineup.  Too many good things that do things.

It's not ideal, but I can see Sandayu or Sutigu getting brought into play first turn with this weapon attached, not as ideal as a Omigawa with Shamsir. However, it'll be enough to deter blitz decks.

Don't mind, I wasn't playing anything against weapon. So they can have them indestructible, I will just kill the guy holding it.

You're killing a Kensai through attachments with regularity? Must be incredibly lucky to not see many Hundred-Fold Cut(s).
